Mission Statement:

Ensure a safe and secure state through well prepared and properly equipped national guard, law enforcement and homeland security system's. Ensure the state can protect its citizens and properly respond all manner of emergencies and disasters. Provide good care and services for the state's military veterans and military service personnel. Provide for the state's troubled youth and incarcerated population.

The Department of Military Affairs and Public Safety has three seamless, but unique missions in its service to the State of West Virginia

Military Affairs

Military Affairs Divisions: the National Guard and the Div. of Veterans Affairs
The National Guard serves a dual federal-state mission unique to the U.S. military and sets the National Guard apart from any other reserve component. The distribution of soldiers, equipment and facilities across the state allows the National Guard to respond quickly and efficiently to emergencies statewide. The Guard also serves a federal mission through deployment of personnel and resources in support of US operations around the world. The Division of Veterans Affairs assists WV veterans and their dependents in obtaining all benefits to which they are entitled, both federal and state. West Virginia has the highest number of veterans, per capita, in the nation.

Public Safety

Public Safety Divisions:  the State Police, the Division of Homeland Security and Emergency Management,  the Regional Jail and Correctional Facility Authority, the Division of Corrections, the Division of Juvenile Services, the Division of Protective Services, the Parole Board, the Office of the Fire Marshal and the Division of Criminal Justice Services
The public safety divisions residing within DMAPS have a mission to provide police, security, emergency management, adult correctional facilities and juvenile justice services to name a few.  A government’s primary responsibility is to ensure the safety and security of its citizens.  DMAPS agencies are responsible for providing such a safe environment.  A major component of this is the state’s ability to respond to natural and man-made disasters; a role that encompasses many of DMAPS services.

Homeland Security

Homeland Security Division:  the State Administrative Agency (SAA)
Cabinet Secretary James W. Spears was appointed by the Governor to serve as West Virginia ’s Homeland Security Advisor.  Within the Office of the Secretary resides the State Administrative Agency whose primary responsibility - at the direction of the Secretary - is planning and implementation of measures in direct support of homeland security; federally, regionally and locally. The SAA provides guidance, direction and coordination in mobilizing, organizing, and preparing the State of West Virginia for acts of terrorism and man-made or natural disasters.  The SAA develops and coordinates the implementation of a comprehensive state strategy and performs the functions necessary to carry out the mission.

 

DCJS

The mission of the Division of Criminal Justice Services is to assist criminal and juvenile justice agencies and local government with research and performance data, planning, funding, and management of programs supported with granted funds, and to provide regulatory oversight of basic and annual in-service law enforcement training and certification; Community Corrections; Law Enforcement Response to Domestic Violence; and, juvenile detention facility standards compliance.

DJS

Committed to providing effective, beneficial services to youth in the Juvenile Justice System that promote positive development and accountability, while preserving community safety and sustaining a work environment predicated upon principles of professionalism, with dignity and respect for all.

The mission of the West Virginia Homeland Security State Administrative Agency is to lead the State’s coordination and collaboration efforts with public and private partners to provide a comprehensive prevention, preparedness, and response strategy to protect the people of the State of West Virginia

 

 

Parole Board

 

The West Virginia Parole Board, as part of West Virginia’s criminal justice system, makes independent, quality, conditional releases of adult offenders.  It also makes clemency recommendations to the Governor for adult offenders.  The Board contributes to the protection of society by facilitating, as appropriate, the timely integration of offenders back into society as law-abiding citizens.

Divison of Protections mission is to provide for the safety and security of individuals who visit and work at the West Virginia State Capitol Complex and to provide that service with a highly-trained and professional work force.
Fire Marshal

To improve the Quality of Life of the citizens of West Virginia through the Leadership, Development and Administration of Fire Safety Programs and to reduce the loss of life and property through Education, Inspections, Investigations, Certification & Licensure, Building Plan Reviews and Enforcement of Fire Safety Laws.

SP

It is the mission of the West Virginia State Police to provide direct and indirect law enforcement services, in a proficient and courteous manner, to the citizens of the state and to other law enforcement entities to ensure the continued security of persons, residential, governmental and business properties, and the safety of motorists operating on the state’s streets and highways.

The mission of the State Division of Veterans Affairs is to obtain for a veteran all they are entitled to and to help them obtain and prepare the evidence that will prove their entitlement. The Division of Veterans Affairs has 16 Field Offices located throughout the State to assist veterans and their dependents in filing claims. These offices are staffed by trained and accredited Veterans Affairs Officers.

DHSEM

The primary purpose of the West Virginia Division of Homeland Security and Emergency Management is to provide coordination to assist local emergency managers and first responders to provide for the protection of life and property.

The Mission of the West Virginia Division of Corrections is to enhance public safety by providing a safe, secure, humane correctional system, including an effective community supervision program, opportunities to prepare for successful reentry, and sensitivity and responsiveness to victims of crime.

RJA

The mission of the West Virginia Regional Jail Authority is to ensure the public’s, staff’s, and inmate’s safety by maintaining a safe, secure and humane system of regional jails.

FEDERAL: Maintain combat ready units and Soldiers who are available to mobilize in support of the National Military Strategy
STATE: Provide organized, trained and equipped units to protect life and property and to preserve peace, order and public safety when ordered by the Governor.
COMMUNITY: Add value to the communities in which we live, work and serve.
